摘要
目的探索"一公司一证"模式的入出境航空器卫生监督评分工作,切实加强航空器卫生监督效力。方法对拥有航班数量较多的航空公司,以航空公司可能涉及的航空器全体作为评定对象,以申请航空公司入出境航空器总数为样本总量,采取抽样评定方式,抽样覆盖各类机型,结合不同航线、机身识别号等要素,确定抽样比例,按照评定规范对抽取的样本进行评价。结果上海机场检验检疫局自2000年起试点,该航空器卫生监督评分模式,并不断推广,取得了良好的社会效益。结论 "一公司一证"航空器卫生监督评分模式不仅能有效提升工作效率,增强航空公司自律意识,更能加快通关速度,达到"严格把关、提速增效、服务民航运输"的目的,充分体现了最大限度地防止传染病的传入、传出,同时也尽可能小地干扰国际间交通运输这一《国际卫生条例(2005)》的基本原则。
Objective To explore the mode of One Company with One Certificate on sanitary supervision for the entry and exit aircraft , and to enhance the effectiveness of aircraft sanitary supervision. Methods The study involved the airlines which have a large number of airline routes. Assessment objects were all aircrafts of the selected airlines. The total samples were the number of entry and exit of aircrafts. Evaluation was a sample survey, which covers all types of aircraft models. Considering different airline routes and body identification number, the proportion of sampling can be determined. Then in accordance with the supervision specification, all the samples will be assessed. Results Since 2000, the practice of the new mode of aircraft sanitary supervision has been implemented in Shanghai Airport Inspection and Quarantine Bureau , and keeps being promoted, and accesses to a good social impact. Conclusion The One Company with One Certificate aircraft sanitary supervision mode not only can effectively improve work efficiency, but also enhance airlines self-disciplinary consciousness, and increase the speed of customs clearance. According to the purposes of "controlling strictly, working efficiently, serving air transport", the new supervision model can prevent the transmission of the infectious diseases to maximize, while reducing interference to international transport as small as possible which is the basic principles of International Health Regulations(2005).
