摘要
结合南水北调东线一期工程治污历程,对东线一期工程治污成效进行了述评。分析东线一期工程污染特征和治理难点,比较我国总量控制理念与美国流域水污染控制TMDL模式的差异,指出在东线一期工程治污规划实施中,以控制单元为基础,在保留安全余量的前提下,逐步构建和完善了点、线、面与内、外源及全方位、多层面的"全防全控"污染防控体系,总体上与TMDL模式相契合,探索出了一条适合南水北调东线工程实际的治污道路,取得了明显治污成效。2012年东线一期工程沿线主要污染物入河量达到规划控制目标要求,并自2012年11月起黄河以南段水质首次全部达到规划目标后,逐步趋于稳定,为2013年东线一期工程通水奠定了坚实基础。
With consideration of the experience in water pollution control during the first stage of the Eastern Route of the South-to-North Water Diversion Project ( SNWDP ) , an overview of the achievements in water pollution control during the first stage of the Eastern Route Project is provided in this paper. The pollution characteristics and the difficulties in controlling the pollution during the first stage of the Eastern Route Project are analyzed. The concept of total amount control, accepted in China, is compared with the TMDL model adopted in the United States. During the planning and implementation of pollution control during the first stage of the Eastern Route Project, a point-line-plane, internal and external, integrated, and muhi-faceted comprehensive prevention and full control system was constructed and improved on the basis of the control unit while maintaining a margin of safety. This system is in accordance with the TMDL model on the whole, and it provides a suitable method of pollution prevention and control along the Eastern Route of the SNWDP. There have been significant achievements in pollution control. In 2012, the main pollutants flowing into rivers during the first stage of the Eastern Route of the SNWDP met the planned control requirements. Since November of 2012, the water quality in the river section to the south of the Yellow River has met the planned requirements for the first time and tended to be stable afterwards, providing a solid foundation for the first stage of the Eastern Route Project in 2013.
