内蒙古应该借西部大开发之机遇 ,为自己走出一条高起点的发展道路来。高新技术开发重于单纯的资源开发 ;现期政府应发挥主导作用 ,远期则应由台前退到幕后 ;内蒙古高新技术产业发展的四大重点 ;企业应成为技术开发的主体 ;多渠道筹措研发经费 ( R&D) ;
The implement of the western development of China offers the best opportunity for the development of Inner Mongolia’s economy .It is necessary for Inner Mongolia to make its own road from a high starting-point to final success. The essay analyzes the development of high-tech industry in Inner Mongolia,in terms of six aspects including:emphasis on development of hish-tech industry rather than the sole exploitation of resourees;development position in first period and returning to minor position in later period;four focuses of development in high-tech industry enterprises as subject to develop and improve technology;research funds raised from different sourees;reform first on scientific research system.\;
