摘要
从较为宏观的视角研究劳动法律制度的完善程度对我国人力资本水平的影响。理论分析表明,劳动法律制度在认定劳动关系是否有效、确定劳动报酬及经济补偿细则、分配举证责任等方面的规定对人力资本的积累产生了重要作用,这种作用是通过影响人力资本投资和人力资本实现效率两个方面来实现的。利用2007—2010年的省级面板数据实证分析发现,劳动法律制度的完善程度对人力资本水平的提高有显著的促进作用,此外,教育投入和卫生及社保投入同样也是促进人力资本增长的重要原因,而文体及娱乐投入并未对人力资本水平形成显著影响。
This paper researches how the perfection grade of the labor law system impacts the level of human capital from a more macro view. Theoretical analysis shows that labor law system promotes the accumulation of human capital by identifying the validity of labor relations, developing the rules of wage and subsidy, and allocating the burden of proof. The promotion works in two ways, which are encouraging the investment of human capital and improving the realization rate of human capital. Based on provincial panel data from 2007-2010, this paper raises a new index of measuring the legal environment of labor law system, then performs an empirical analysis, finding that the perfection grade of the labor law system has a significant effect on promoting the level of human capital. Besides, the input of education and the input of health and social insurance are also the factors that promote the human capital level. However, the input of culture, sports and entertainment does not have signifi-cant effect.
