摘要
分析了安徽省农村低保制度实施现状及农村低保管理工作面临的主要困难和问题,提出了安徽省农村低保管理工作的改进思路及具体措施。总体思路为从制度化救助向法制化救助跨越,从管理型救助向服务型救助转变,从生存型救助向发展型救助迈进,从政府单一救助向社会参与救助发展;具体措施为建立核对机制,加强能力建设,加大经费保障,强化绩效考核,加强政策宣传,健全工作机制,严格责任追究。
The implementation status of rural subsistence security system in Anhui Province and difficulties and problems in rural subsistence management work were analyzed. The improvement thought and specific measures for rural subsistence management work in Anhui Province were put forward. The general idea is ： from system of assistance to legal assistance, from management assistance to service assistance, from survival assistance to development assistance, from government assistance to society participating assistance; the specific measures include： establishing check mechanism, strengthening capability construction, increasing funds guaranteeing, improving performance assessment, poli- cy advocacy and work mechanism, strictly responsibility investigation.
