摘要
随着网络技术的快速普及,频发的网络公共事件已经成为促动政府回应的重要引擎。笔者主要从政府及其官员的立场出发,探讨了政府回应网络公共事件过程所面临的问题。政府回应主要包括话语性回应、行动性回应和制度性回应三个方面的内容。在网络公共事件所形成的舆情环境中,政府回应将遭遇到价值、技术、制度和能力等方面的紧张状态。政府回应说到底是一个公民与政府之间关系的问题,这主要涉及信息不对称、权力与控制、利益的错位和双边信任等方面的问题。
Along with the quick development of the network technology,more and more internet public incidents happened and demanded government to respond. This paper discussed the problems which the government encounter in the process of responding the Internet public incidents form the standpoint of government and its official. Government＇s response including discourse response,action response and institution response, and encounter diverse intensity which form value, technology,institution and competence respectively. The intensity of government＇s response was the outcome of the relationship of the citizen and the government, the main aspects of which involved asymmetric information, power and control, conflicts of interest, low trust.
