摘要
作为一种新的技术经济范式,创新经济引发了政府公共管理从自上而下的官僚行政管理向多元参与、多层次协作的联合治理转变。在以创新为核心目标的国家或区域战略下,联合治理成为创新系统治理与创新政策管理的核心内容。以我国的国家高新区为案例,解析高新区基于联合治理的各项管理体制创新,具体考察高新区与国家各部门、与市政府各职能部门和行政区、与各个分园及与各微观创新主体之间的联合治理模式,并针对高新区管理中存在的现实问题为未来管理体制改革提出建议。
As a new techno-economic paradigm, innovation economy induces the transition of public management from hierarchical structure to multi-participatory and multi-dimensional collaborative governance. When innovation is the core objective of national or regional strategy, collaborative governance became the main content of innovation system governance and innovation policy management. This paper studies the institutional innovation of Chinese High-tech Industrial Development Zone（HIDZ）＇s management system from the perspective of collaborative governance. It investigates the multi-dimensional collaborative governance modes of HIDZ with ministries, departments of municipal government, government of administrative region, sub-parks, and various innovation subjects. Finally, it puts forward suggestions for future reform of HIDZ＇s management system for existing problems .
