摘要
社会经济的快速发展导致大量的污水排放,造成严重的水环境污染。首次将能源环境领域中的脱钩概念引入到经济发展与污水排放的分析中,利用IPAT方程建立了经济发展与污水排放的脱钩分析方法。以武汉市为例,对武汉市2002-2011年污水排放量与经济增长的关系进行实例分析。结果表明,武汉市经济发展与污水排放一直处于脱钩状态,但是还远远没有达到强脱钩的理想状态。此外,脱钩的不稳定状态说明应该采取有效的措施减少污水排放量,保证社会经济的健康发展。
Rapid development of social economy causes a large amount of sewage discharge and serious pollution of water environment.This paper first introduces the decoupling concept in the fields of energy and environment into an analysis between economic development and sewage discharge.Based on the IPAT model,the decoupling analysis method is established.Taking Wuhan as an example,the decoupling analysis between economic development and sewage discharge from 2002 to 2011 are investigated.The results show that the relation between economic development and sewage discharge in Wuhan is always in decoupling state,but it is far from the ideal state of strong decoupling.Moreover,the unstable state of decoupling indicates that the effective measures for reducing sewage discharge should be taken,which ensures the sound development of social economy.
