摘要
为了贯彻落实《关于城镇医药卫生体制改革的指导意见》，根据新的妇幼保健机构财政补助政策，卫生部 基层卫生与妇幼保健司组织有关人员，分别在北京市和湖北省对妇幼保健公共卫生服务项目成本进行了调查研究和测 算。妇幼保健应当开展的公共卫生服务项目，包括妇女保健、儿童保健、生殖保健、监测信息统计、健康教育、管理指导、调 查研究７大类，共９６项。其中，６３项属于纯公共卫生服务，１６项属于准公共卫生服务，１７项属于有偿服务。这项研究，测 算了两省（市）不同级别妇幼保健机构用于开展纯公共卫生服务、准公共卫生服务的总成本、人均成本，以及上年财政补 助水平与项目成本之间的差额。提出要进一步明确妇幼保健公共卫生服务项目，以确定财政补助范围；目前财政补助与 项目成本缺口较大，应增加财政补助强度，完善经济补助方式，提高资源使用效率。
To carry out《The guide to city and town medical and pharmaceutical health system reformation》,according to new MCH instructment financial supplement police,the ministry of public health basic health and MCH department according peoples,investigate and study,measure the MCH public health service item cost in Beijing and Hubei province MCH Public health service item which should be developed includes material health,children health, reprodution health, control information statistics, health education, management guide, investigation study, 7 styles,add up to 96 items, 63 items belong to approximate public heal.th service, 16 items belong to approximate public health service,16 items belong to approximate public health service, 17 item belong to benefical service. This study measure two provinces different level MCH instructment general cost,per people cost to develope pure public health service and last year financial supplement level and the balance between item costs. It was brought up to make clear MCH public health service item to decide on the financial supplement range. In the present the balance of financial supplement and item cost were bigger,should raise financial supplement intensity,complete economic supplement style,increase resource utilization rate.
