摘要
"空巢村"农民作为一种特殊群体,如何让他们平等参与现代化进程、共同分享现代化成果是一个全新的课题。通过对湖南省长沙县、邵东县、安化县、麻阳苗族自治县和龙山县5县10村的调查研究,发现"空巢村"农民存在现代农业技术严重缺乏、文化素质普遍不高、参与管理意识薄弱、经营意识不够、身心创伤加剧等问题。这些问题可以通过对新型农民的培养加以解决,具体路径包括:政府高度重视,加大招商引资力度;提高农民文化素质,重视农村文化教育;制定优惠政策,鼓励农民工返乡创业;建立村干部长效考核激励机制,激发村干部的工作激情;提高农民组织化程度,大力实施培优工程;重调农村行政区划,推行"空巢村"村民移民制。
Farmer is a special group in ＂Empty nest village＂. It is a new topic that how to make them participate in the process of modernization equally and share the achievement of modernization. 10 villages are chosen as the research object from Changsha County, Shaodong County, Anhua County, Mayang Miao Autonomous County and Longshan County in Hunan Province, the farmers are lack of modern agricultural technology. They almost did not receive education. They are not awareness of management and business. Their phys- ical and psychological, trauma was exacerbated. The best ways are that increasing investment from the government,improving the knowl- edge and skill of the farmer,formulating preferential policies to encourage the return of migrant workers to build up business,establis- hing evaluation and incentive mechanism to the village cadres to arouse their enthusiasm; building the co - operation organization of farmer, vigorously implementing the superiority project, readjusting rural administrative divisions and implementing the residents reset- tlement system in ＂Empty nest village＂.
