摘要
提高当地政府的基本公共服务能力和引导当地政府加强生态环境保护是中国实施国家重点生态功能区转移支付制度的双重目标。但在国家重点生态功能区转移支付政策实施中普遍存在基本公共服务对生态环境保护的挤出效应。通过分析中央和地方国家重点生态功能区转移支付办法,发现都存在保护生态环境和提高民生的双重目标与绩效考核指标体系不匹配的问题,认为这也是造成国家重点生态功能区转移支付的保护生态环境目标不能充分实现的重要原因。
The two goals of the transfer payment system in the national key ecological key ecological function area in China are to improve the ability of providing the basic public service of local government and to guide the local government to strengthen the ecological environment protection. However, during the implementation of the transfer payment system policy, the goal of ecological environment protection may be crowded out by the goal of the basic public service ability. Through the analysis of the transfer payment system policy of both central and local government, we find the mismatch between the two goals and the performance evaluation indicator system, which is the important reason why the two goals cannot be well reached.
