摘要
从安全复合体理论来说,卡扎菲上台后所积极追求的泛阿拉伯主义统一运动,就是构建"阿拉伯地区安全复合体",最终目标是构建阿拉伯地区安全共同体。到21世纪,阿拉伯世界国家主权和国家身份的规范和价值观已经逐步取代了阿拉伯民族主义,这些都削弱了卡扎菲构建"阿拉伯地区安全复合体"的理论基础与所依赖的意识形态。阿拉伯民族国家构建的诸多不足、不同利益之争、外部大国的有效干预、国际体系的变迁、利比亚部族社会结构以及卡扎菲对泛阿拉伯主义态度的转变等,都是其构建"阿拉伯地区安全复合体"失败的深层原因。
From the Security Complex Theory, Qaddafi＇s active pursuiting after came to power, is to build ＂the Arab regional security complex＂ ,and pan -arabism unification movement the ultimate goal is to build the Arregional security community. In the 21st century state sovereignty of the Arab world and the national identity and values have gradually replaced Arab nationalism, which weakened Qaddafi＇s building the theory founda- tion and ideology of＂ the Arab regional security complex＂. There are a lot of deep reasons that Qaddafi＇s failure in building ＂Arab regional security complex＂, namely, many Arab statebuilding is insufficient,the contention of different interests, external power effective interventions, the transformation of the international systern, the Libyan tribe society structure and the changes of Qaddafi＇s attitude toward panarabism .
