摘要
工程造价管理是指运用科学、技术原理和方法 ,在统一目标、各负其责的原则下,为确保建设工程的经济效益和有关各方的经济权益而对建设工程造价及建安工程价格进行全过程、全方位的符合政策和客观规律的全部业务行为与组织活动。为了适应市场经济发展,需要建立一套科学、合理的工程造价管理制度,其改革最终目标是建立市场经济计价模式,加强信息技术在行业内部的应用,同时规范其市场行为和运作程序,依法办事,按章运作。工程造价管理将不再是单一的概算、预算、结算、定额管理,而是逐步向建设工程全方位、全过程的方向发展,从以往的静态管理逐步转为动态管理。
Construction cost management is the engagement in all operations and activities of the organization in con- struction cost and the whole process of construction engineering price, a full range of compliance with the policy and the ob- jective law, by using method of science and technology, guided by the principle of unified purpose and individual responsibili- ty, to secure the economic benefits of the construction project and the economic rights and interests of related parties. In order to adapt to the development of market economy, the establishment of a set of scientific, reasonable construction cost manage- ment system is necessary, with the final goal of the reform being the valuation of market economy, strengthening the applica- tion of IT technology within the industry, standardizing the market behavior and operation procedure at the same time, in ac- cordance with the law and actual operation. Construction cost management will no longer be single budgetary estimate, bud- get, clearing and quota management, but gradually develop into the whole process of development, from static management in the past to the dynamic management.
