摘要
研究目的:建立土地利用总体规划实施监测评估体系,及时掌握规划实施动态,建立预警机制,并提出实施建议。研究方法:实证研究。研究结论:舟山市规划实施情况总体良好,但是部分指标都体现中到强警。需要启动规划修编程序。研究成果:建立监测评估指标体系,通过定量分析和监测预警掌握市级规划的规划实施情况,建立规划实施预警制度。
The purpose of this paper is to establish a monitoring and evaluation system on implementation of land use plan, grasp the dynam- ic implementation of planning, establish the early warning standard, and offer the advice of implementation. Empirical study was employed. As a conclusion, the implementation of Zhoushan land use planning is in good condition, however, some indexes are intermediate alarm or strong alarm. The modification of plan is necessary. As a result, the paper suggests a system of monitoring and evaluation. This system is to grasp the implementation situation of land use plan by the quantitative analysis and early warning system, which are established in this pa- per, too.
