摘要
为强化安全管理组织对生产安全的保障作用,提高建筑企业安全绩效,基于现代企业组织论,分析建筑企业传统安全管理组织结构在工程实践中的缺陷,提出建筑企业安全管理组织结构的优化方案。以有序度作为安全管理组织结构优劣的评价指标,考虑时效熵和质效熵2个评价维度,建立基于熵的建筑企业安全管理组织结构有序度评价模型。结合实例,对某国有建筑企业安全管理组织实施优化,并通过比较优化前后组织结构有序度验证优化方案。结果表明:优化后安全管理组织结构的有序度有显著提高,优化的建筑企业安全管理组织结构较传统的有明显的优越性。
In order to strengthen the guarantee functions of safety management organization to production safety and improve the safety performance of construction enterprises, Through analyzing the defects of tra- ditional safety management organization structure of construction enterprises in engineering practice, a modern enterprise organization theory-based approach to optimization of the structure was developed. The order degree was taken as the evaluation index of the safety management organization structure. The time efficiency entropy and quality entropy were considered as two evaluation dimensions. An entropy theory- based model was built for evaluating safety management organization structure order degree. The optimiza- tion approach was used in a certain state-owned construction enterprise taken as an example. The optimiza- tion program approach was verified by comparing the order degree of the safety management organization structure with that before optimization. The results show that the order degree of the optimized safety man- agement organization structure has a significant increase and the optimized safety management organization structure has obvious superiorities to the original one.
