摘要
对流域初始水权分配进行研究不仅是国家宏观政策的需要,也有助于我国的水权制度建设。通过对国内有关流域初始水权分配的文献进行梳理,在界定流域初始水权分配内涵的前提下,以水权分配存在的问题为线索,对流域初始水权的分配原则、分配模式、影响因素的研究概况进行综述。列举不同配置基础下的我国流域初始水权分配典型案例,并进一步探讨了流域初始水权分配中亟待解决的相关问题。
The increasingly intensified contradiction between supply and demand of water resources has become the bottleneck restricting the development of China's economic society. The research of initial water rights allocation in a basin is not only the need of macro-economic policies,but also conduces to perfect institutional construction of water rights in China. This paper summarizes the progress of studies on the theory and method of initial water rights allocation in a basin in China. After defining the connotation of initial water rights in a basin,this paper makes a research review from aspects such as principle,mode of water rights allocation and influential factors. Taking the typical initial water rights allocations in different configurations in China as a case study,the paper discusses related problems to be resolved.
