摘要
重大水利工程建设导致的环境损害已成为社会失稳的重要"燃点",然而,国内外学者研究大多集中在工程移民的社会因素上,忽略了环境因素在社会稳定风险根源上的重要地位,而对于环境损害的社会稳定风险,如何认识、如何评价、如何规避?还没有明确的答案。本文在近年来的相关文献系统回顾的基础上,首先对环境损害的社会风险进行梳理和评述,其次结合重大水利工程建设的特点,谈论了重大水利工程建设的环境损害程度、影响和机理研究,最后探讨重大水利工程环境损害的社会稳定风险评价研究的现状,从而为深入理解和进一步研究重大水利工程环境损害的社会稳定风险评价提供了相关理论基础。
The environmental damages caused by large hydraulic projects construction have been one of the main triggers of social instability. Researches at home and abroad have mainly focused on the study of social factors of engineering emigration. The important roles of environment factors in the root causes of social stability risks have been neglected. There are not yet clear answers to how to understand, evaluate and avoid social stability risks of environmental damages. Based on the systematic review and comments on relevant researches at home and abroad in recent years,this paper firstly introduces social risks of environmental damages,and then,combined with characteristics of large hydraulic project construction, discusses environmental damage degree, influence and mechanism caused by large hydraulic project construction. Finally,this paper reviews the study of social stability risk evaluation of environmental damages caused by large hydraulic project construction,which lays theoretical foundation for deep understanding and further research of them.
