摘要
环境监察是环境保护工作的重要组成部分,是环保行业的主要执法手段。本文针对环境监察的工作特点,结合无线通讯、数据交换、数据库等现代信息技术,提出了构建环境监察移动执法系统的初步设想,详细分析了服务器端和客户端的功能需求,探讨了开发过程中的关键技术和关键部分,并对关键功能进行了详细设计和实现。本文构建的移动执法系统,利用智能手机、掌上电脑等先进的执法设备,实现了现场笔录、取证、上传及打印功能,通过电子地图实现执法人员的快速定位、环保资料及企业环境信息的查询;通过在线监测实现企业的实时监控,从而实现了环境监察执法的手段全覆盖、时间全覆盖。该系统的应用,将极大地创新环保执法手段,提高行政效能和环保管理水平。
Environmental monitoring is one of the important parts of environmental protection, and the primary means of law enforcement to environmental protection as well. In this paper, a preliminary framework is proposed to create a Mobile Environmental Monitoring System (MEMS) for law enforcement, which takes advantages of modem technologies, such as wireless communications, data exchange, database linkages, etc. The paper addresses analysis of the functional demand of client/server networks, discusses the underlying technologies and modules, and details the design and implementation of the associated key functions. Making use of smart phones, PDAs, and other advanced equipments, MEMS is capable of offering functionalities, such as on-scene documentation and forensics, data uploading and printing, geolocation through digital maps, and data inquiries of environmental information and the involved corporation. A real-time online monitoring system is introduced into MEMS to ensure that environmental law enforcement agencies are able to carry out environmental management using synthesis of multiple approaches on real time basis. The application of MEMS brings new means to environmental law enforcement, and improves efficiency of administration and environmental management.
