摘要
十八大指出,"在有条件的地方进行省直管县改革","省直管县"模式的推进逐步进入深水区。管理格局的变化、委托—代理关系的打破以及核心—边缘结构的变动使省市县三者角色、地位、功能发生了改变,因此必须重新审视三者之间的关系,理性分析这种体制改革带来的制度变迁;要借改革之机,重构省、市、县三级地方政府间关系,使省、市、县能够各安其位,合作共赢,最终实现区域经济社会的协调发展和良好治理。
It was put forward on the 18th National Congress of the CPC that the reform of direct management of county by provincial government should be carried out where the conditions permit. The factors, including the change of administration structure, the rupture of the delegationproxyrelation, and the transformation of the core edge structure, has resulted in significant change of the role of the government. Therefore, it is necessary to recon sider the relation among the three levels of local government. The remolding of such relation will lead to the coordi native development and good governance of the region.
