摘要
"示范"是一种中国式政策执行的核心机制,也是国家改造社会的温和手法,通过对XZ区新农村建设历时性经验的检视,本文完成了政策执行的"示范"机制模型的理论化建构。"示范"机制模型的构成要素包括:示范创制者、示范执行者、示范框架、示范点、推广对象和示范效果。其中,示范框架是最为关键的,它规定了处理各种矛盾关系的基本原则和基本示范策略。XZ区新农村建设的成功经验主要在于:依托一种高度地方性的项目制,建立了科层动员和社会动员相平衡的示范框架。最后,本文还讨论了"示范"机制的内在脆弱性。
The objective of this paper is to illustrate a core policy implementation mechanism in China,which can be called 'Explanation'. This use a qualitative research,observing the New Village Building in a Countysize unit for 6 years. Through the observation of diachronic experience of the XZ District's New Village Building,the article completes the theoretical construction of the Explanation Model of Policy Implementation. The constitution of Explanation Model of Policy Implementation has several elements,include the Contriver,the Executive,the Framework,the Explanation Point,the Extended Object,and the Explanation Result. Therein,the Framework plays a key role;it provides the principle and strategy to treat the contradictions in the Explanation Model of Policy Implementation. The experience of XZ District to succeed in the New Village Building should mainly attribute to a Highly Local-Style Project Institution,in which the Framework of Explanation efficiently balances the Bureaucratic Mobilization and Social Mobilization. The theme discussed in this paper only applicable to explain certain kind of policy implementation process,in which the government needs to mobilize resource from local society,and the government does not have enough experience to implement the policy at the beginning. The paper try to illustrate the needed conditions,by which the Explanation mechanism could be successful operation. This finding provides the government to design more suitable steps to implement the similar polices. Based on the New Village Building experience of XZ district,the paper construct a theoretical model,through which we can further the understanding of the Explanation mechanism to more theoretical level.
