摘要
天津滨海新区在推进行政管理体制改革过程中,对西方国家新公共管理运动中形成的管理主义进行大胆吸收。滨海新区的实践表明,管理主义对我国行政管理体制改革具有重要的借鉴意义。借鉴管理主义的理念和方法,推进我国行政管理体制改革,就要坚持和深化行政管理的分权导向、服务导向、顾客导向、效率导向、绩效导向,加快建设服务型政府和责任政府。
In the process of promoting administrative reform, Tianjin Binhai New Area accepted the western countries’ managerialism which was formed in the new public management movement. Binhai New Area’s practice shows that managerialism is meaningful for the administrative reform in China. The way to learn the concepts and methods of managerialism to boost Chinese administrative construction needs to build the service-oriented, customer-oriented, efficiency-oriented, performance-oriented adminis-trative management and to construct the service-oriented government and responsible government.
