摘要
政府与市场、社会关系是政治学研究的基本范畴,也是市场经济运行中必须协调好的基本关系。行政审批制度改革在本质上就是如何处理上述三者之间的关系。21世纪初期,行政审批制度改革主要表现为政府的放权和让权,即政府放权于市场、让权于社会。与此同时,政府与市场关系却出现了某种失衡,对行政审批制度改革产生了一些负面影响。随着社会力量的快速发展,各类社会组织在整体上对行政审批制度改革起到积极的推动作用。因此,就需要从政府与市场、社会关系的视角来审视这一制度改革中遇到的问题及消解之道。
The relationship between government, market and society is not only the basic category in the field of political science research, but is the foundational relationship which should be coordinated well during the progress of the market economy. In es- sence, the reform of the administrative examination and approval system is the way how to deal with the relations. At the beginning of the 21st century, the reform was mostly showing the decentralization and assignment of government＇ s power. In other words, the market and society had the opportunities to obtain the power of government. Meanwhile, the relation between government and mar- ket appeared imbalances, which leaded to the negative impact of the reform that came from enterprises with different system of ownership. With the rapid development of social forces, all kinds of social organizations are good for the progress of the reform on the whole. Therefore, we need to use the relationship between government, market and society to find out the problem and solu- tions in the system reform.
