摘要
本文利用我国西部地区12个省2001-2010年教育经费数据,以基础教育为研究对象,分析基础教育经费支出省际差异的基本特征和变化趋势,以及引起这些变化的主要因素。研究发现,生均经费的校际差异总体上呈现了扩大趋势,其原因既可以归结为农村小学内部的差异占主导作用,又可以归结为县内差异的贡献在逐渐上升。其政策含义是,针对中西部地区以省和县为瞄准对象的教育财政转移支付制度需要进一步加强的同时,还需要提出一些具体措施以促使县级政府在县内学校间的经费分配更加公平。
Based on the data of the education outlay in the 12 provinces in China＇ s western region in the period of 2001 -2010, taking basic education as the research subjects, the present paper analyses the basic characteristics and changing trends of the provincial difference of expenditure of education funds, as well as major factors of these changes. The study shows that the fund per student embraces ex- panding intersehool differences generally. Reasons for these differences may be boiled down to internal difference as a leading role in the rural primary schools may by, or to the ascending of difference in con- tribution with a country. The policy implication of this study is that, in view of the Midwest provinces and counties as the target object education, fiscal transfer payment system need to be further strengthened and, at the same time, specific measures should be taken to keep proper balance of outlay distribution a- mong schools within a county
