摘要
城市流动人口管理是测量城市管理有效性的重要指标。传统的防范式管理模式、属地化管理模式、区域化管理模式在取得局部性突破的同时仍存在天生缺陷,而新公共服务理论之理念与城市流动人口管理目的存在高度契合,表现出内在的统一性,将之用于指导城市流动人口管理,构建出更为优化的服务型社区化管理模式。
Floating population managemet is one of the index for measuring the effectiveness of urban manage- ment. Even through the traditional prevent management paradigm,local management paradigm and regional collabo- rative management paradigm made a breakthrough, they have the birth defects. The concept of New Public Service is highly fit for the urban floating population management and show the inherent unity to each other. It must be supply better ideas through integrated analysis and help to construct the optimize pattern for floating population manage- ment. To make the floating population realize urbanization smoothly and intergrate into the urban development process.
