摘要
为加速我国校园足球活动良性发展进程,采用文献资料法,对校园足球活动的功能与价值、管理体制、发展战略、教练员队伍、经费、人才选拔与输送,及其与"非校园足球"的关系等理论与现实问题进行了深入探讨。研究结果认为:"校园足球"可以作为当前我国体育领域改革继续前行的一个有效"支点"。取缔义务教育阶段的非校园足球,实施以地方政府为载体的中间扩散型管理模式,以精品足球队的日常训练作为初级阶段的工作重心,由校园足球管理办公室直接管理高水平教练员队伍,根据不同活动的层级差别确定经费配置比例,建立流动的人才选拔与输送体系等措施,将有利于校园足球活动的发展壮大。
In order to accelerate the development process of campus soccer activities, the article rediscussed fol- lowing questions： the function and the value, management system, strategic steps, coaches, site, funds, talents selection and transmission of campus soccer activity, and its relationship with non-campus soccer, using method of literature consultation. The results show that campus soccer is a criterion to evaluate the strength and effect of Chi- nese society reform. There are several methods that would be beneficial to campus soccer activities. Firstly, pro- hibit non-campus soccer in compulsory education stage and implement central diffusion management mode based on local government. Secondly, Campus soccer should treat football team daily training as work focus at primary stage. Thirdly, campus soccer administration office should manage high level coach team directly. Fourthly, the budget should be allocated according to different activity level. At last, campus soccer should establish flowing tal- ent selection and conveying system.
