摘要
利用"西部地区基础教育发展"项目基线调查数据,采用成本函数方法对我国义务教育学校范围经济规律进行研究。比较加入质量因素前后范围经济的估计值发现,以均值产出300%为中心,300%水平以下,考虑产出质量因素前后总体范围经济都存在,但范围经济程度在加入产出质量后有所减小。均值产出300%水平以上,考虑产出质量因素前后总体范围经济都不存在,且范围不经济程度在加入质量因素后有所扩大。因此,政府可以鼓励符合范围经济条件的义务教育阶段学校向小学生、初中生联合生产的方式转换,实现内涵式发展;当义务教育阶段学校进行布局调整时,应当考虑学校合并能否产生范围经济效果。
This paper adopts the baseline data from the project of "The Development of Basic Education in the Western Area of China" and does an empirical research on scope economy of schools in the compulsory education through the quadratic cost function. The estimated value of scope economy of school is compared before and after control the output quality. We define 300% average output value as the standard. If the average output value is below 300%,the total scope economy of schools exists in both cases,but the level of scope economy of schools descends when the output quality is controlled. If the average output value is above 300%, the total scope economy of schools does not exist in both cases, and the level of scope diseconomy of schools expands when the output quality is controlled. In order to achieve connotative development of the schools in the compulsory education ,the government should encourage primary and secondary schools which have matched the condition of scope economy to transform to the federal production. And in the aspect of the school layout adjustment, the government should encourage the combination of shcools which can produce the scope economy of schools.
