摘要
发展节水灌溉既依赖于现代灌溉技术的研究、推广应用和技术培训等环节,也涉及到水土资源的合理利用、农业种植结构的调整、用水管理体制的改革、水价政策的制定和生态环境保护等领域.节水灌溉事业发达的国家都是根据各自的国情,综合考虑社会、经济、资源、环境和技术因素,采取适合于本国特点的节水灌溉措施.本文介绍了国际上节水灌溉发展概况及其主要经验.
The development of water saving irrigation is related to the rational application of water and land resources, adjustment of agricultural structure, reform of water management institutions, water price policy and environmental protection issues. The development of water saving irrigation is also based on technical research, technical extension and training, etc. Internationaly, many actions have been taken to promote the development water saving irrigation and many experiences have been achieved. The increase in water demands, irrigation methods and the approach to develop water saving irrigation in the major countries are presented in this paper. The development of water saving irrigation should be based on the characteristics of each country. Based on the analysis, the major factors are identified and the major approaches are summarized to promote the development of water saving irrigation in China.
