摘要
以"总部经济"支撑产业转型是现阶段较多区域经济发展的重要思路。总部经济是在单一产业价值观念中的现代人类高端智能的大规模极化与聚合。基于改善人居环境和保障人类身心健康的视角,河北省未来经济发展迫切需要考虑产业转型,发展总部经济是基于河北省区位优势、产业优势和资源优势进行产业转型的重要发展思路。对河北省总部经济的发展条件进行了区域内外的政策和服务环境、土地成本等要素进行了比较分析,同时通过数据包络分析法对河北省11个地级市总部经济发展效率进行了评价分析。研究表明:河北省总部经济发展势头呈现上升趋势,但各地区配置效率普遍较低。在现阶段背景下,河北省总部经济发展应积极借助区位优势,与京津总部经济发展形成互补,借助产业优势,吸引选择优势企业总部进驻,借助交通优势,进行总部经济资源整合。
For supporting industrial transformation, headquarters economy is more important train of thought on the development of regional economy at present stage. Headquarters economy is a single industry mass polarization of values of modern high-end human intelligence and aggregation. To im- prove human settlement environment and safeguard the human physical and mental health, it is an ur- gent need for the future economic development in Hebei province to consider the industry transforma- tion, while the development of headquarters economy in Hebei province is an important strategy based on the geography, industry and resource advantages. The elements such as inside and outside the area of policy, service environment and land costs for developing headquarters economy in Hebei province are analyzed, meanwhile, the efficiency evaluation of headquarters economy development of 11 cities in Hebei province are carried on by using DEA （data envelopment analysis）, and the result shows that the tendency of the headquarter economic development in hebei province is on the rise, but the region- al allocation efficiency is generally low. At this stage, the headquarters economic development in He- bei province should actively use geographical advantages to complement with headquarters in Beijing and Tianjin economic development, use the advantages on industry to attract selective advantage en- terprises to enter into the headquarter, use the advantages of traffic to make resources integration of the headquarter economy.
