摘要
目的:通过医改3年内蒙古基层医疗卫生服务体系建设情况评估,探讨基层卫生服务体系建设存在的问题,有针对性地提出对策。方法:收集2009-2011年内蒙古自治区卫生厅医改监测资料,根据国家《医药卫生体制改革近期重点实施方案(2009-2011年)》中期评估核心指标体系,从机构建设、人员队伍建设、综合改革3个方面评价基层医疗卫生服务体系建设情况。结果:内蒙古基层医疗卫生服务体系建设存在机构数量不足、人员素质较低、综合改革进展缓慢3类突出问题。结论:加强基层卫生服务体系建设,加强思想认识,做好区域卫生规划,强化政府卫生投入,加强基层卫生人才队伍建设,寻求正确的路径推进基层医疗卫生机构综合改革。
Objective： To explore the question of primary health care system construction through the assessment of the construction status of primary health care system in Inner Mongolia 2009 -2011, and put forward the improvement countermeasures. Methods： The data of monitoring work of health care reform from 2009 to 2011 were collected according to ＂ Key Implementation Plan （2009 -2011 Year） In the near future of Medicine Health Organizational reform＂ of the core target system of China in medium - term assessment. Assessment of primary health care system construction was conducted in the aspects of institution construction, human resource construction and comprehensive reform. Results： Three kinds of unreasonable problems existed in the primary health care system construction, including the insufficient number of institutions, low quality of medical personnel, and the comprehensive reform progress is slow. Conclusion： To strengthen the ideological recognition and complete the re- gion health plan; to strengthen the health investment of government; to strengthen the talented person troop of primary health; look for the right way to advance the comprehensive reform of primary medical.
