摘要
自"十一五"起,安徽制定了"以创新求跨越,走创新型崛起之路"的发展战略。文章认为,中小企业是可持续性创新和技术进步的主要力量,安徽要以创新求跨越,必须通过"顶层设计",大力发展中小型企业,实施以中小企业为创新核心主体的区域创新战略。
Anhui province has formulated the development strategy of making its way into the innovation-oriented rising abruptly through innovation for straddling since the National Eleventh Five-year Plan. SME （i.e.small-medium enterprise）, as this article thinks, is the main force of sustainable innovation and technical progress. It is necessary for Anhui province to develop vigorously SMEs and implement regional innovation strategy which makes SMEs become innovative core bodies through ＂top-level design＂ in the pursuit of its straddling through innovation.
