摘要
在论述耕地质量内涵的基础上，用数据分析了我国耕地质量现状：优等别耕地比重小，省际间及省内耕地质量分异规律明显，耕地细碎化程度高；并进一步探讨了引起耕地质量下降的主要原因，最后提出了优化基本农田布局，耕地占补要实现数量、产能双平衡，发挥政府和农民的耕地保护作用等提高耕地质量的对策，为强化耕地质量建设，促进农业增长方式转变提供参考。
Based on discoursing cultivated land quality ＆ connotation, the current situation of cultivated land in our country is analyzed with data： the cultivated land of excellent grade accounts for less proportion, the differ- ential law of cultivated land quality between and within provinces is apparent and the fragmentation of cultivated land is of high degree; moreover, the main causes result- ing in the declining of cultivated land quality is fur- ther discussed. Countermeasures to improve cultivated land quality, such as optimization of basic farmland lay- out, achievement of double-balanced quantity and produc- tivity of cultivated land requisition-compensation, uti- lization of cultivated land protection effect of govern ment and farmers etc., are put forward finally, providing references to strengthen the construction of cultivated land quality and to facilitate the transformation of a- gricultural growth pattern.
