摘要
创建生态市是落实科学发展观、转变经济增长方式、增强区域可持续发展能力的重要抓手。生态市建设强调社会经济发展既要遵循经济规律,更要遵循自然规律,是经济效益、生态效益和社会效益协同提升的城市。研究表明,福州市自然生态资源丰富,经济发展基础良好,文化旅游资源独特,区位功能优势突出,生态建设基础扎实,生态环境保护意识较强,但同时,经济快速发展和生态建设的矛盾在一定时期内仍将长期存在。加强生态市建设要强化组织领导,健全生态法规,加大资金投入,加大科技支撑,发动公众参与。
Creation of ecological city is an important means to implement the scientific development concept, transform eco- nomic growth mode, and enhance the ability of regional sustainable development. Ecological city construction is a crucial link for social, economic and ecological benefits of the city, which is necessary to follow the laws of economics, but also to follow the laws of nature. The research results showed that Fuzhou had abundant natural ecology resource, sound economic development founda- tion, distinctive cultural tourism resources, highlighted location advantage, solid ecological construction foundation and better en- vironment awareness, while the contradiction of rapid economic development and ecological construction would exist for a long pe- riod of time. Improvement of ecological city construction needs to strengthen the organization and leadership, perfect the ecological regulations, increase capital investment, improve scientific and technological support, and mobilize public participation.
