摘要
本文在城市燃气产业规制改革效果理论分析的基础上,通过构建VAR模型从价格规制和进入规制两个维度实证研究了规制改革对城市燃气产业供给能力与生产效率的动态影响。研究结果表明,以收益率规制模式为核心的价格规制改革是一把"双刃剑",在提高燃气产业供给能力的同时产生A-J效应,降低了生产效率;放松进入规制,在燃气供给水平和生产效率两个层面均促进了燃气产业发展。中国城市燃气产业未来应在改革收益率规制模式的前提下,进一步强化激励性价格规制,并继续坚持放松燃气产业进入规制的改革方向。
Based on the theoretical analysis of the regulatory reform effect of China＇s urban gas industry, this paper tries to examine the impact of regulatory reform on the total level and efficiency level of urban gas industry from the dimension of price regulation and access regulation. Empirical study shows that the rate of return regulation mode as the core of price regulatory reform is a ＂double-edged sword＂, while improving the level of gas supply; it always causes the ＂A-J effect＂ which reduces the efficiency of industrial production. Loosening the access regulation promotes the development of city gas industry both on the total level and efficiency level. Accordingly, this paper proposes that the regulatory agencies should appropriately change the rate of return regulation mode and introduce incentive price regulation, at the same time, continuing loosening access regulation on urban gas industry.
