摘要
当前,我国民办高等教育已进入一个新的发展阶段,面临着严峻的挑战。优化顶层设计、加快政策转型,已成为民办高校新一轮发展的突破口。明确发展目标与发展模式,完善民办高等教育发展的国家制度,明晰发展导向,制定完善的政策体系,既是民办高等教育发展的迫切需要,也是高等教育深化改革的必然要求。
Non-governmental higher education （NGHE） is during a new stage with harsh challenges. Optimizing the top design and accelerating the policy transformation have become the keys to the development of NGHE in a new round. Making clear the goals and modes, perfecting the governmental system, remediating the unfair policies, and showing the developing orientation are not only the urgent requirements of NGHE sustainable development, but also the inevitable demands of deep reform in higher education.
