摘要
为了节约电厂建设成本,我国沿海地区的电厂都靠近海湾,且以火电厂和核电厂为主。沿海岸线分布的火/核电厂主要采用海水进行发电机组的冷却,并将加热产生的海水又直接排到海中,造成海水生态系统的破坏。本文建立了一套科学的温排水污染损害影响的评估方法,通过评估海洋生物资源损害价值、海洋生态系统服务损害价值、海水温度异常区生境修复费用和海洋调查费用四个方面,初步确定滨海电厂污染损害的价值。同时,以象山港国华电厂为例,开展监测调查与污染损害评估。
In order to save cost, the coastal power plants, mainly thermal power plants and nuclear power plants, always locate on the gulf. The coastal thermaL/nuclear power plants always use seawater to cool the generating set for convenient and discharge the warmed water into sea directly,which would influent the seawater ecosystem. In this paper, I establish a suit of scientific assessing methods to discharge water,which is assessing the influence value of marine biological resources, marine ecosystem services, marine temperature a- nomalies habitat restoration costs and marine survey, and initially calculate the damage value of discharge water form coastal power plant. In the meantime, I finish the survey,observation and pollution damage assessment to Guohua power plant.
