摘要
互联网等新兴媒体的迅速发展,一方面为公众提供了讨论社会政策,关注社会事件,监督政府行为,实现利益诉求的平台;另一方面,不当的网络信息传播也存在着危害社会稳定,影响社会和谐,降低政府公信力,甚至演变为网络群体事件和公共危机事件的危险。互联网改变了社会认知方式、社会组织方式和社会表达方式,推动和促进了社会管理创新;同时,网络舆情也需要在社会管理创新中给予引导和规制,以正确处理公众参与与网络舆情管理,信息公开与网络舆情管理,以及网络舆情管理的正当性与合法性之间的关系,逐步实现网络舆情管理的法治化。
On the one hand, the rapid development of new media such as Internet provides publie with a forum to discuss social policy, to oversee government＇s action, to concern for social events and to request their interest demands. On the other hand, the dissemination of improper network information has led to a dangerous situation that does harm to social stability, impacts social harmony and reduces the credibility of the government, even dangerously evolves into community events and public crises. The Internet has facilitated and promoted social management innovation under the way of changing social cognition, social organization and social expression. Meanwhile, network public opinion needs to be guided and regulated under social management innovation. The relationship between public participation and social management innovation should be correctly dealt with, the same as the relationship between information disclosure and social management innovation, the relationship between legitimacy and legality of network public opinion management. Only in these ways can we gradually fulfill the state of democracy in network public opinion management.
