摘要
计算机网络是人类的“第二生存环境” ,即由信息构成的虚拟环境。人们的误用和滥用导致了所谓“网络生态危机”。这种危机的表现是多方面的 ,且具有全球性、虚拟性和瞬时性等特点。其爆发与网络技术不完善、法制建设滞后有关 ,与网络文化的负面效应有关。因此必须确立一种网络生态伦理 ,其基本原则 ,诸如无害原则、公正原则、尊重原则。
Computer network is the second environment for human existence, that is, a virtual environment made up of information. Owing to the misuse and abuse, there has been an Internet eco crisis, which shows itself in several ways and is characterized by such features as globality, virtuality and instantaneity, etc. Its breakout may be attributed to the imperfection of network technology, the backwardness of legislation and the ill effect of network culture. It is therefore necessary to establish a kind of Internet eco ethics, the main principles of which,such as the principle of non maleficence, of justice, of respect, of permission and of sustainable development, ought to be observed.
