摘要
目前高校科研经费管理中存在的问题,既有学校内部科研经费管理不到位的原因,也有国家科研经费政策制度不完善的原因。本文在深入分析国家科研经费管理政策存在的问题及其原因的基础上,提出了政府相关部门进一步深化改革,完善高校科研经费管理政策制度的建议:规范间接费用管理,建立课题组劳务补偿机制,改进经费预算管理,实行动态分类科学管理,完善经费资助方式,建立绩效考核拨款机制,及时拨付项目经费,建立后续研究预研基金,及时调整财务标准,改进项目经费管理模式,建立信息共享平台及避免重复投入重复研究现象。总之,通过建立符合高校科研活动规律和财政预算管理要求的经费管理政策制度,以保证科研经费的规范使用和使用效益的提高。
For the existing problems in college and university scientific research funds management, the reasons include not only ill management of scientific research funds by the school, but also imperfection of scientific research funds management policies and systems by the state. In deep analyses of problems and causes existed in scientific research funds management policies by the state, and aiming at further deepening the reform by relevant government departments and improving scientific research funds management policies and systems in colleges and universities, the paper therefore puts forward the following suggestions： standardize management of indirect expenses, improve funds aiding ways, establish performance assessment and appropriation mechanism to make prompt appropriation and payment for project funds, establish follow-up research and pre-research funds, adjust financial standards promptly, improve project funds management mode and establish information sharing platform to avoid the phenomenon of repeated investments and researches. In summery, to ensure standardized use of scientific research funds and improvement of utilization efficiency, by establishing a funds management policy and system that meets the requirements for rules of scientific research activities in colleges and universities and financial budget management.
