摘要
文章结合新一轮上海市规划发展战略，提出应当注重城市总体规划与建筑物填充等具体建设环节，即应当重视控制性详细规划与城市设计的工作，并加强立法，使建设与规划相一致，实现上海城市发展的目标。
In relation to the new urban development strategy of Shanghai, this paper points out that full attention must be paid to the interim courses in the detailed construction process, such as urban comprehensive planning, building stuff, etc. which are parts of controlled detailed planning and urban design. Legislation must be intensified to make construction and planning compatible with each other so as to fulfil the urban development target.
