摘要
针对山东省物流低碳化发展进程中依然存在的资源浪费和环境污染现象,以青岛市为例,分析青岛市2008—2012年物流发展情况,指出其物流低碳化发展存在的问题,运用微观经济学模型,从低碳物流的负外部性和正外部性两个方面剖析了问题产生的根源,即缺乏动力机制和规范标准.最后提出了制定碳排放收费标准、开征碳税、给予财政补贴、推行碳交易活动等政策建议.
Shandong Province still exists waste of resources and environmental pollution in the process oi low- carbon logistics development. Taking Qingdao for a study case, we analyed the situation of Qingdao logistics development from 2008 to 2012, and the low-carbon logistics development problems in Qingdao are pointed out. The root cause of the low-carbon logistics problem which is founded based on microeeonomics model from negative externalities and positive externalities perspectives, is the lack of dynamic mechanism and standards. Many policy recommendations including developing carbon emission charges standards,imposing a carbon tax, giving financial subsidies and encouraging carbon trading activities, are finally proposed.
