摘要
近年来,国家反腐倡廉法规制度体系初步形成,高校反腐倡廉制度也逐步建立,但高校干部违法违纪案件仍时有发生,究其因在于高校反腐倡廉法规制度还存在体系不完善、内容不健全、质量不高和执行不力等方面不足。进一步完善高校反腐倡廉制度,关键要科学规划,完善制度体系;加强立法,提升立法层次;强化监督,增强高校纪检监察部门独立性;配好领导干部,提高制度执行力。
In the recent years in the midst of the enforcement of a series of national anti-corruption and clean governing laws and legal regulations, a set of corresponding anti-corruption and clean ad- ministration legal regulations for tertiary institutions have been formulated. Under the new situation of deep changes occurring at both home and abroad, there have been occasional cases of college Party members and officials offending anti-corrnption laws and legal regulations. Defects in anti-corruption and clean administration laws and legal regulations for tertiary institutions including imperfect system, shaky content, low quality and weak enforcement are discussed. To better anti-corruption regulating systems for the tertiary institutions, the key is to plan scientifically, perfect system, strengthen law formulation, upgrade law formulation standard, strengthen supervision to enhance the independence of Party discipline departments, and allocate professionals to uplift the system execution power.
