摘要
本文探讨了北京市主要供水源地———密云水库对密云县经济发展造成的外部性及由此形成的北京市与密云县区域利益互动格局 ,并运用资源价格理论和新产权理论对这一现象进行了分析。最后 ,作者提出了一些资源与环境管理的政策建议和密云县可持续发展的战略设想。
Miyun county is one of the suburbs of Beijing city, and Miyun reservoir who is the biggest water supply river sources of Beijing's production and living located in the middle part of Miyun county. First, The paper discuses Miyun reservoir's influence on Miyun county economic and social development, leading to externalities and forming a regional interactive pattern of benefits between Beijing and Miyun. Second, the author analyses the phenomena with resource-price theory and new property right theory. Lastly, the paper gives some Policy suggestion.
