河北省科技创新能力模糊综合评价实证研究 被引量:11

Empirical Analysis on Fuzzy Comprehensive Evaluation of Science and Technology Innovation Ability in Hebei Province

摘要 通过选取公开发布的河北省及周边八省市科技创新能力的统计数据,利用可信度分析方法和SPSS软件选择评价指标,应用模糊数学理论构建模糊综合评价模型。结果表明:河北省的科技进步环境在周边八省市中排名倒数第一,科技投入排名倒数第二,科技活动产出排名倒数第三,高新技术产业化排名倒数第二,科技促进经济社会发展排名倒数第四。因此,河北省今后应该大力培养科技人力资源,增加财力、物力投入,积极发展科技中介组织,促进科技成果转化,加快高新技术产业的发展,加强科技对转变经济发展方式的促进作用。 By choosing statistical data public released of science and technology innovation ability and the surrounding eight provinces and cities in hebei province, using reliability analysis method and SPSS software choose evaluation index, fuzzy comprehensive evaluation model was constructed using fuzzy mathematics theory. The results show that the progress of science and technology in Hebei province ranked the last one in eight provinces and cities in the surrounding environment, science and technology input ranked the penultimate, science and technology activities of output ranked the last third one, new and high technology" industrialization ranked the last second one, science and technology to promote economic and social development ranked the last fourth. Hebei province in the future, therefore, should vigorously develop science and technology human resources, increase financial and material resources investment, vigorously develop science and technology intermediary organizations, promote the transformation of scientific and technological achievements, speed up the development of high-tech industries, and strengthen the function of science and technology on the transformation of the mode of economic development.
