摘要
"学分银行"制度的本质是终身学习背景下学习成果认证、转换与积累制度。"学分银行"制度建设的核心理念是终身学习、以学习者为中心和学习成果导向的理念。进入21世纪,随着我国终身学习的发展和学习型社会的构建,"学分银行"制度建设从理念走向实践,我国不同区域开展了"学分银行"制度建设的实践探索。国际上在开展此项制度建设时,使用的名称和建设的重点虽各不相同,但是主要有两种模式,即基于国家资格框架的制度模式和非国家资格框架的制度模式。基于国际经验和我国的实践,我国宜采用综合模式,即从国家层面建立学习成果框架和标准体系,鼓励机构间通过协议开展学习成果认证、积累与转换。
Credit bank system is actually the system of learning outcome accreditation, accumulation and transfer. Credit bank system construction is mainly based on the ideas of lifelong learning, learner-centered and learning outcome-based. With the development of life-long learning and learning society in China in the 21st century, credit bank system construction has been into practice from ideas. Several local governments in China are trying to establish such system and carrying out actual learning outcome accreditation, accumulation and transfer. Internationally, different countries name the system differently, but there are mainly two models of system, that is, experience and qualification framework-based system and none-framework system. Based on international national practice, it is suggested that China should establish comprehensive system, that is,
