摘要
我国近年来的投资与政府支出对国民收入的乘数效应因边际消费倾向的下降、储蓄转化为投资的机制不健全、产业结构的不合理及供给的低效率等原因而持续下降。解决的主要途径或措施应为 :1.通过收入分配的公平调节 ,社会福利制度改革等提高社会消费水平 ;2 .通过金融管理体制改革及资本的市场化发展促进储蓄向投资的转化 ;3.强化供给管理 ,通过产业倾斜政策和现代企业制度的建立优化产业结构与提高供给效率。
These years our country's multiply reaction of invest and the government's expenditure to national income has been declining because of the drop of the marginal tendency of consume.The uncomplete of the function of transfering deposit to invest.the unreasonable struction of industry and Low efficiency of supply.The solutions include;1.by fair income distribution and the reform of welfare system push the consume;2.by the reform of financial system and capital market promote transfering deposit to invest;3.heighten the management of supply,by the emphasized industry policy and modern factory system improve the struction and efficiency of supply.
