摘要
通过对1991-2011年期间我国政府颁发的有关网络管理的所有规范内容进行分析定量研究,发现:我国政府颁发的网络规范数量随着时间的推移慢慢走向平稳;网络规范的稳定性慢慢加强,修订频率在逐渐减缓,但网络规范的清理机制并不完善;我国网络管理方式和管理思想日渐成熟。
In the paper, I collected all the regulations issued the Chinese government about Internet during the period 1991-2011, with total of 90 samples. Then use the content analysis quantitative research methods to code and analyze the Internet management system, trying to find out the characteristics of the development of China＇s Internet system and trends. The data shows that the number of Chinese Internet regulations over time went down slowly; the stability of the Internet system slowly strengthen; the revised frequency gradually slowed down, but the clean-up mechanism of the Internet system is not perfect; The results show that Chinese Internet regulation is gradually maturing
