摘要
与全国和省级海岛保护规划不同,市县级海岛保护与利用规划更注重发挥其综合管控的作用,因此,其编制需满足可行性、整体性、控制性及兼顾保护等4点技术要求。以青岛市为例,从海岛功能细分、控制指标体系构建和重点工程布局3个角度,提出市县级海岛保护与利用规划编制框架。
The city and county-level island protection and utilization planning focus on practically leading and controlling, different from that of the national and provincial level. The technological requirements were analyzed, which contains feasibility, balance between overall and individual aspect, controllability and ecological protection. The framework in a case study of Qingdao city was put forward from the respects of island function subdivision, establishment of controlling index and distribution of important project.
