摘要
面对司法、行政手段都无法解决信访问题的社会现实,信访"弱化论"在借鉴西方民意表达机制经验的基础上提出把信访并入人大的设想,即代议替代设想。虽然我国的人民代表大会在权力分配上类似于西方的议会,然而在权力制约、选举方式、决策程序等方面,二者存在明显的不同,忽视我国人大与西方议会的区别,单纯的借鉴国外的处理经验不利于信访问题的解决。
