基于模糊方法的饮用水水源地水环境管理体系评价 被引量:5

摘要 针对饮用水水源地水质的特殊性,结合动态权重分析与污染指数核算改进了传统的水质模糊评价模型,并利用改进后的模型对贵港市现有的饮用水水源地水环境管理体系的有效性进行了定量化评价。结果表明,研究区域当前的水质良好,但饮用水安全保障能力薄弱,鉴于西部城市承接产业转移和实施大开发将会给水源地带来较大的污染风险,认为当地饮用水水源地水环境的管理体系需进一步完善。结合区域发展战略和评价结论,提出了水环境管理的优化方案和配套管理机制,构建了饮用水水源地水环境管理体系框架。 This paper aims to introduce a management system of wa- ter environment in drinking water source sites based on fuzzy compre- hensive evaluation model, which includes a quantitative evaluation model, management strategies and management mechanism. On the basis of fuzzy mathematics and the characteristics of the drinking wa- ter source, we have developed the above said model by modifying the traditional fuzzy integrated model by bringing in water quality index and replacing the discrete evaluation results by the continuous ones in order to identify the key factors resulting in low water quality in cer- tain areas and predict the tendency of the water quality changes. In so doing, we have done successful analysis of the current status of water environment in the country and assessment of the efficiency of the current management in drinking water resource. The management strategy according to our model is aimed to determine the main objec- tives and policies of the drinking water source managing and control actions to be taken in coordination with the local administrative de- partments. And all the actions and measurements should be taken on the water-resource management mechanism so as to be able to ensure the effective implementation of the whole strategy. In so doing, we have managed to proceed with our investigation and practiced our e- valuation model by taking Guigang city, Guangxi, as our case study sample. The reason for our choice is that with the large-scale devel- opment of China's west, where there lie water resources both for hu- man drinking as well as for industrial accelerated expansion. The re- suits of our analysis and evaluation indicate that, although the current quality of the water environment in the drinking water source sites in Guigang remains above the national standard, the local water control and management departments lack in enough capability of water pol- lution control and treatment, and therefore, failing to guarantee the safety of the drinking water quality. To be aeeurate, the planned in- dustrial transfer from the eastern regions to Guigang is likely to make the drinking water source of the city at risk. Therefore, it is of a great urgency to reinforce and heighten the local management of the drinking water source sites in the city. In addition, with the regional development strategies taken into consideration, we have also brought forward an optimized plan for the controlling strategies including the rational management resource allocation, feasible water-allocation and distribution plan and the corresponding supporting system.
