威斯康星观念的诞生有其深刻的历史背景，对美国高等教育有着深远的影响，可以说威斯康星观念不但对２０世纪初的美国高等教育产生了巨大影响，凸现了美国高等教育的社会服务职能，同时也标志着世界高等教育发展史上一个新时代的莅临。
There is a significant historical background for the birth of Wisconsin concept,which has had a profound impact on American higher education. It may be said that the Wisconsin concept has not only influenced American higher education. Profoundly, making American higher education service-oriented function prominent,but also marked a new ear for the develepment of the higher education in the world.
